Job DescriptionPOSITION SUMMARY:???? To be fully engaged in providing high performing Procurement Services to Health First which is focused on No Harm / Quality, Customer Experience, and Stewardship. The Buyer is responsible for all aspects of the procurement process for assigned product and/or service categories. Aspects of the procurement process include: requisition processing, placing purchase orders, confirmation follow-up, invoice resolution and expediting purchase orders for Health First, Inc. business entities. Provide decision support, including updating supplier scores for supplier evaluations, involving multiple stakeholders, for designated Project Manager or Value Analysis Manager, which may entail identification of areas that lack consensus among evaluators.PRIMARY ACCOUNTABILITIES:Quality/No Harm: Proactively work with customers and suppliers to ensure the correct product or service for assigned categories is ordered in a timely manner for the intended application. Work in a non-intrusive manner with customers to support the adoption of product formularies based upon demonstrated best clinical practice. Follow established Health First policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines. Provide clerical support for the creation of purchase orders, including potentially complex orders for capital equipment or projects. Proactively develop and maintain product catalogs (e.g. e-Procurement) to simplify requisitioning process for customers and promote Health First standards. Actively listen and interview customer(s) to determine their needs and requirements. Support sourcing activities including acquiring information necessary to fulfill customer requirements (e.g. product specifications, equipment cut sheets, scope of work for services...). Accurately report in good faith any violation of the compliance policies or ethics violations. Identify product substitutions as appropriate for cost savings or to avoid supply shortage. Ensure alignment of purchases with Health First standards, including that products meet Federal and State requirements such as FDA market clearance for intended application. Stewardship: Negotiate with suppliers for optimal terms and conditions. Act as a fiduciary agent for Health First, Inc., to promote the efficient utilization of material and resources. Enforce health system policies and procedures, including but not limited to those policies associated with financial controls, business ethics and procurement. Proactively work to achieve performance metrics established for procurement services as formally established annually by the Director, Strategic Sourcing and/or Vice President of Supply Chain. Notify Purchasing Supervisor of opportunities to improve purchasing productivity (e.g. identification of inefficient suppliers, item number utilization....) Identify opportunities to reduce non-contract costs with Supervisor and to align requisitions to ensure majority of goods and services are purchased via a market-competitive contract. Perform other duties as required by Purchasing Supervisor, including assisting other associates while providing Buyer functions when necessary due to workload. Customer Experience: Create Purchase Orders (PO) for assigned areas of responsibility and provides support to other areas as needed. Work to expedite shipments of supplies and equipment to avoid operational disruptions such as supply shortages to end-users. Expedite items as possibly identified by customers or via standard operating procedures. Review back-order reports on a daily basis for product or service categories assigned by Supervisor. Prioritize order placement and expediting functions based upon impact to patient care (quality) and financial impact (stewardship). Solicit quotations for Minor Expenditures, as defined by prevailing Health First policy for assigned categories. Train customers on supply chain programs (e.g. standardization) and processes (e.g. requisitioning). Support all Health First change initiatives and organizational messages. Communicate and engage proactively with associates, vendors, and leaders. Increases use of electronic requisitioning and/or automated supply replenishment systems to reduce operating costs and allow care providers to focus on patient care. Manage average cycle time from requisition receipt in supply chain administration to the release of a purchase order (excluding capital) based upon departmental performance targets. Process product Returns to Vendor ("RTVs") in a timely manner. Provide data entry support for the creation of potentially complex purchase orders for capital equipment and projects. Resolve invoice match exceptions within three days of receipt. Collaborate with Accounts Payable team to setup and maintain vendors based upon established procedures. Identify non-efficient suppliers to Purchasing Supervisor or appropriate Contract Specialist. Provide additions, deletions and enhancements to Enterprise Resource Planning ("ERP") system's item and vendor files. Qualifications:QUALIFICATIONS REQUIRED: Associate's Degree in relevant field or equivalent experience in a relevant field may be substituted. Five (5) years' work experience in the medical sales, procurement, logistics management or project management. Demonstrates analytical skills and ability to build and manipulate spreadsheets. Proficient with Microsoft Office suite applications. Working knowledge of a contemporary Enterprise Resource Planning system is desirable (e.g. PeopleSoft, Lawson...). Communicate to explain, gather data, understand and to be understood; communication skills = verbal, auditory and written Manage own time; use time management techniques to prioritize and achieve work Interpersonal skills PHYSICAL DEMANDS: Generally exposed to normal office environment. May be required at times to assist in inventory functions which may require lifting up to 25 lbs. MENTAL DEMANDS: Meet deadlines in a fast paced work environment with frequent interruptions. Work independently within a broad scope of guidelines and established policies and goals.
