  • Work Location: Kennedy Space CProject Overview:The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill Americas need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites ground systems.Position Summary:The ML2 project is looking for a Prime Contracts Administrator (PCA). This position assists the ML2 Project Prime Contract Manager (PCM). The PCA will assist with the overall implementation and maintenance of the Prime Contract Management Program in accordance with established contracts administration procedures and Federal Acquisition Regulation (FAR) guidelines. This is an entry-level role for Prime Contracts and no relocation will be provided.Responsibilities:Participate in the identification of the contract baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract. Responsible for assisting the PCM with maintaining the Contract Management Program for the project consistent with the practices and procedures set forth in the Prime Contracts Management Manual, including the Contract Pending Action List, Correspondence Log, Change Management Log and various contractual activities. Coordinate with other project team members to identify customer-related actions or inactions, which result in contract changes. Review contract modifications to the Contract and maintain contract modification log. Participate in project-related meetings, work closely with Construction, Engineering, Procurement, and Project Controls. Ensure awareness of all project activities that may affect the prime contract. Ensure compliance with prime contract terms and conditions. Work with Claims Group and Legal Department in the preparation and negotiation of Request for Equitable Adjustment (REA) claims as they arise and assist the PCM with overall coordination of the REA process. Maintain a list of all contract deliverables for ensuring full compliance with the contract. Other duties as assigned.Qualifications and SkillsBasic Qualifications:Level One:
    • Bachelors degree in Business, Law, Engineering, Construction Management or Cost Engineering or 6 years of direct contract-related experience in lieu of a degree.Level Two:
      • Bachelors degree in Business, Law, Engineering, Construction Management or Cost Engineering and 1 year of contract experience or 7 years of direct contract experience in lieu of a degree.
      • Must be a US citizen or Permanent Resident.Must be able to obtain a site security badge for access to the worksite.Minimum Qualifications:Basic experience or courses in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices. Basic Level and understanding of Federal Acquisition Regulations, and applicable Agency Supplements. Basic Level and understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.Preferred Qualifications:NASA project experience.
