SCOPE:

The Training Director will ensure that all contract-related personnel are properly trained and fully understand their roles in the Veterans Benefits Administration (VBA) Medical Disability Examinations (MDE) Program. The Training Director will report to the Program Manager MDE.

The Department of Veterans Affairs (VA) through the VBA administers the Compensation & Pension (C&P) Program for benefits to Veterans, their dependents and survivors. The Medical Disability Examinations is a key component in the claims adjudication process for entitlement determinations for disability compensation and pension for a Veteran.

This position is notional and contingent upon contract award

DUTIES AND RESPONSIBILITIES:

Oversee completion of the Training Plan (TP) and the development and the initial implementation of medical examination and related training systems and courses.

Plan, organize and lead training programs, ensuring proper execution at all levels

Supervise the scheduling and conduct training on the medical disability examination process, Disability Benefits Questionnaires (DBQ) forms, and other training courses on a continual basis

Manage and track course completion and certification

Develop training activity, dashboards status reports

Analyze training effectiveness to identify present and future training needs

Oversee the development of the program's training system and courseware

Manage and provide direction to the Training Department

Consult with VBA in all significant program-related training and certification matters

Coordinate closely with our Chief Medical Officer, Program Manager, Provider Services, Examination Operations, and Quality Assurance Specialist on training matters

Ensure effective development, maintenance, delivery and administration of our training courses and program

Oversee the relationships with Caliburn employees, subcontractors and examiners to ensure all training requirements are completed and maintained

Approve new training techniques and suggests enhancements to existing training programs

QUALIFICATIONS:

  • Bachelor's Degree with a minimum of 5 years of demonstrated experience in directing the design, planning and implementation of training programs, policies and procedures

  • Registered Nurse (RN), Nurse Practitioner (NP) or Physician Assistant (PA) experienced with the performance and documentation of independent medical examinations, either directly or in support of a Certified Independent Medical Examiner (physician) completing VA Medical Disability Examinations and completing Disability Benefits Questionnaires (DBQ)

  • Experience with VBA Medical Disability Examinations and completing Disability Benefits Questionnaires

  • Experience with VA healthcare, training, coursework and culture

  • Ability to tailor complex messages for different audiences

  • Experience managing large training programs with extensive training requirements and protocols

  • Must be able to pass a NACI-level Government background check

  • Excellent verbal and written communication skills and leadership skills is advantageous

PREFERRED QUALIFICATIONS:

  • NP or PA experienced in performing VA Medical Disability Examinations and completing Disability Benefits Questionnaires (DBQ), or

  • RN with experience directly supporting a Certified Independent Medical Examiner (physician) or NP or PA performing VA Medical Disability Examinations and completing Disability Benefits Questionnaires (DBQ)

  • Master's Degree in Training and Development

PHYSICAL REQUIREMENTS:

  • Work is normally performed in a typical interior/office work environment

  • Work involves sitting and standing for prolonged periods of time

  • May require bending, stooping and lifting up to 15 lbs
