SCOPE:

The Quality Assurance (QA) Specialist will develop and oversee the Quality Assurance Program (QAP) and the Quality Control Plan (QCP) for the Veterans Benefits Administration (VBA) Medical Disability Program (MDE). The QA Specialist will report to the Program Manager.

The Department of Veterans Affairs, through the VBA, administers the Compensation & Pension (C&P) Program for benefits to Veterans, their dependents and survivors. The MDE is a key component in the claims adjudication process for entitlement determinations for disability compensation and pension for a Veteran.

This position is notional and contingent upon contract award

DUTIES AND RESPONSIBILITIES:

The QA Specialist will provide day-to-day oversight to ensure Disability Benefits Questionnaires (DBQ) quality control measures are adhered to in support of VA requirements:

Develop, implement and update Quality Assurance Plan (QAP) and Quality Control Plan (QCP)

Ensure all questions listed on the DBQ(s) are addressed and answered as per VA instructions

Verify the correct DBQ(s) were utilized in completing the examination

Confirm appropriate tests, procedures, laboratory work and x-rays were utilized

Ensure each DBQ is medically appropriate with the diagnosis consistent with clinical findings/medical history

Verify all examination reports satisfy the credential and signature requirements

Ensure all case documentation is completed, reviewed and accurate within program service timelines

Conduct scheduled and unscheduled operational inspections and audits to ensure compliance with contract requirements

Interface with the Contracting Officer's Technical Representative (COTR) and other VBA representatives on matters pertaining to quality

Keep the Program Manager, Training Director and other key personnel apprised of QA activities and issues and the need for updates or changes to the QAP and/or QCP

Consult with the Chief Medical Officer and examination providers to resolve quality, process and efficiency problems

QUALIFICATIONS:

  • Three (3) years of Quality Assurance and Quality Control knowledge and experience in a healthcare environment

  • Bachelor's degree as a Registered Nurse (RN), or Master's degree as Nurse Practitioner (NP) or Physician Assistant (PA) who is experienced with the performance and documentation of independent medical examinations, either directly or in support of a Certified Independent Medical Examiner (physician) completing VA Medical Disability Examinations and completing Disability Benefits Questionnaires (DBQ)

  • Knowledge in ISO 9001:2015

  • Experience conducting quality assurance audits of medical disability examination providers or similar type examinations and related examination reports

  • Advanced analytic skills with ability to collect, analyze and present data

  • Ability to ensure quality deliverables in accordance with program requirements, and to ensure that all required performance standards are met

  • Prior experience creating reports related to quality improvement / performance outcomes

  • Must be able to pass a NACI-level Government background check

PREFERRED QUALIFICATIONS:

  • Certification in performance improvement processes such as ISO 9001:2015OTHER

  • REQUIREMENTS:

  • May participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements

  • Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training and goals. Ensures safe operating conditions within area of responsibility. Encourages co-workers to work safely. Identifies "close calls" and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area

  • Assists in active implementation of company initiatives to ensure compliance with OSHA, ISO, JCAHO, AAAHC, and other mandated regulations/standards.

  • May serve on the OSHA, Safety, and Wellness Committees

PHYSICAL REQUIREMENTS:

  • Work is normally performed in a typical interior/office work environment

  • Work involves sitting and standing for prolonged periods of time

  • May require bending, stooping and lifting up to 15 lbs
