Job Description:

WORK HOURS: MONDAY THROUGH FRIDAY 8:00 AM TO 5:00 PM

This position requires an individual to provide basic and comprehensive budget support to City operations.

Major Duties

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Analyzes and prepares revenue and expenditure projections; prepares special financial and statistical reports for current and future year budgets.
Analyzes weekly, monthly, quarterly, and annual budget and revenue reports.
Reconciles and revises budget data based upon the City Manager and/or City Council approval.
Reviews accounting records to determine financial resources required to implement programs and submit recommendations for budget allocations.
Provides recommendations regarding the establishment of new or modified reporting methods and procedures to improve control of reporting and completeness of information.
Conducts individual studies of planned programs to report on initial costs and projected costs versus short and long-range benefits. Researches and further evaluates programs.
Reviews and revises narrative sections of the Citys Capital and Annual budget documents.
Assists with the preparation and publication of the Citys budget documents, which includes the compilation and verification of data and ensuring compliance with applicable state statutes, including Truth in Millage. This includes timely advertisement and reporting of the Citys proposed millage rate.
Prepares statistical information associated with the Comprehensive Annual Finance Report (CAFR).
Review budget procedures and analyze operating programs to maintain compliance with authorized budget. Monitors changes in budgeted positions.
Advises and assists Department Heads or Division Heads in compiling budget requests.
Prepares memos, correspondence, copies documents, files, answers phones, performs computer entry, and other clerical duties as necessary.

Minimum Requirements

Requires a Bachelors degree in accounting, finance or related field OR five (5) or more years of proven experience in accounting, banking and/or budgetary analysis, or an equivalent combination of education, training, and experiences that provides the required knowledge, skills, and abilities.

Must possess and maintain a valid Florida state Drivers License with an acceptable driving history.

Knowledge/Skills/Abilities

Knowledge, Skills and Abilities:
Has thorough knowledge of the methods, procedures and policies of the City as they pertain to the performance of duties of the Budget Analyst. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.

Has knowledge in the area of budget development and administration, accounting, or financial report preparation, etc. Has the technical ability to analyze current and past budgets to provide professional input in managing the budget for the City. Is able to utilize knowledge in the area of reporting to complete weekly, monthly, quarterly, and annual reports as needed for informational and planning use. Is able to compile capital and operating budget information. Has the analytical ability to perform analyses needed to prepare revenue projections. Understands the projection process and is capable of preparing accurate salary projections and justifications for budget requests. Is able to compile, organize and utilize various financial information necessary in the preparation of annual budgets, and knows how to prepared and monitor budgets. Is able to make sound, educated decisions.

Has the ability to offer assistance to co-workers and employees of other Departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear, and effective manner. Has comprehensive knowledge of the terminology used within the Department.

Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contract and cooperation. Has thorough knowledge of modern office practices and technology. Has advanced knowledge of and skill in the use of computers for data and word processing including Excel, Word, and PowerPoint. Knows how to react calmly and quickly in emergency situations.

Specific vision abilities required by this job include close vision, color vision and ability to adjust focus. Ability to type at least 25 words per minute.

Mathematics:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Language Ability:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Reasoning:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
