To learn more about our hiring process for manager positions, please view our Selecting the Best Qualified Managers video: www.northropgrumman.com/SQMVideo The Proposal Manager 2 - Global Supply Chain Business Management develops, plans and schedules proposals for various programs with employees located at various Northrop Grumman sites including Melbourne, FL and Bethpage, NY; therefore the ability to manage remote employees is a must. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team. Assist and provide guidance to the Price/Cost Analysts in performing the price/cost analysis statement of work which includes analyzing the various elements of major subcontractor proposals, reviewing in detail the direct and indirect cost elements such as labor, material, other direct costs (ODC's), indirect and direct rates, and profit/fee. Assists with developing recommendations as to the reasonableness of the cost associated with each cost element, which will include a review for allowable costs and its allocations. Reviews and evaluates subcontract price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS). Reviews and evaluates subcontract price proposal for compliance with the Northrop Grumman Corporation (NGC) Request for Proposal (RFP) and Pricing Instructions. May be required to travel with the Price/Cost Analysts to the Subcontractor's facility during fact finding. Assist in the development of detailed price/cost analysis reports (P/CARs) that document the subcontractor's proposal, results of the audit and analysis of the subcontractor's proposal, and recommendations. Provide assistance in developing negotiation strategies and objectives Ideal candidate will have a working knowledge of SAP. Knowledge and experience with CAS/FAR, Disclosure Statements, and GAAP. Communication, organizational and analytical skills are required, along with demonstrated ability to excel in a team environment. Proficient with utilizing Microsoft Office software specifically Excel, PowerPoint and Access (additional consideration given for having the ability to create macro sub-routines). Ability to obtain and analyze large data to formulate solutions or predict future outcomes. Working knowledge of a Business/Materiel System (SAP is the preferred system). Must possess excellent communication skills (both written and oral). Ability to obtain and maintain a DoD Secret clearance is required. Basic Qualifications: Bachelor's Degree and 5+ years of combined experience in any of the following: Proposal Management, Contract Management, Pricing and Estimating, or Subcontracts Management. Minimum of 2 years' experience working withSAP Minimum of 2 years' experience working withCAS (Cost Accounting Standards) or FAR (Federal Acquisition Regulations) Minimum of 2 years' experience facilitating proposals of an engineeringproduct Minimum of 1 year of Leadership experience either leading teams or projects Active DoD Interim, Secret or Top Secret Clearance Preferred Qualifications: Knowledge of FAR Part 12 and 15 2 years' experience with Material Estimating MBA in Accounting or Finance Working knowledge of Microsoft Office Suite Expert in Excel - Knowledge of Macro's and developing advanced formulas. Experience doing modeling and making presentations to customers Direct management experience Experience with NGC DoD Contracts.
