and inspires others. Main Responsibilities Include: Leadership &
Development – Mentor, coach, and assign workloads to drive timely
execution of daily requirements and increase employee engagement
Program Integration – Build effective relationships with functional
teams; translate program needs into clear procurement actions
Strategic Procurement – Design and negotiate long term agreements,
sourcing partnerships, and continuous improvement initiatives that
enhance efficiency and compliance Policy & Process – Contribute to
the evolution of agile, efficient, and compliant GSC policies and
procedures Compliance – Ensures compliance with all regulatory and
public law requirements as well as company (and business) policies
and procedures including import/export regulations Other
Responsibilities Include but Not Limited To: Supports Subcontracts
Specialists through all phases of the Subcontract including
requests for proposal, contracting strategy, contract negotiation,
contract administration and contract closeout to ensure contract
acquisition and fulfillment is in accordance with company policies,
legal requirements, and Customer specifications. Coordinates with
cross-functional teams on complex issues and risks to develop and
present appropriate mitigation plans to Supplier Management Teams
and Leadership. Lead and grow a high performing team of up to 10
Subcontracts Administrators and Buyers. Review/status proposal and
active subcontract/purchase order requirements and ensure those
meet customer requirements Development of negotiation strategies
and plans Review and approval of purchase order compliance Ensure
priorities align with business objectives, maintain strong program
team engagement, and communicate status to NGMS and GSC
stakeholders. Basic Qualifications: Bachelor’s Degree and a minimum
of 8 years of experience in Subcontracts, or Contracts OR a
Master’s Degree and a minimum of 6 years of experience in
Subcontracts, or Contracts OR High School Diploma/Equivalent and a
minimum of 12 years of experience in Subcontracts, or Contracts
Experience working with FAR (Federal Acquisition Regulations) and
DFARS (Defense Federal Acquisition Regulations Supplement),
government contracting clauses, data rights negotiations, and
commercial item determination Experience in Contracts,
subcontracts, or procurement 3 years of People leadership
experience Experience with SAP or related purchasing US Citizenship
Ability to obtain and maintain Secret Level clearance Preferred
Qualifications: Internal Northrop Grumman Subcontracts experience
that includes close coordination with cross-functional teams
including, but not limited to, Legal and Contracts. Risk mitigation
experience Active Secret Clearance Primary Level Salary Range:
$126,600.00 - $189,800.00 The above salary range represents a
general guideline; however, Northrop Grumman considers a number of
factors when determining base salary offers such as the scope and
responsibilities of the position and the candidate's experience,
education, skills and current market conditions. Depending on the
position, employees may be eligible for overtime, shift
differential, and a discretionary bonus in addition to base pay.
Annual bonuses are designed to reward individual contributions as
well as allow employees to share in company results. Employees in
Vice President or Director positions may be eligible for Long Term
Incentives. In addition, Northrop Grumman provides a variety of
benefits including health insurance coverage, life and disability
insurance, savings plan, Company paid holidays and paid time off
(PTO) for vacation and/or personal business. The application period
