history.Northrop Grumman Aeronautics Systems is currently seeking a
Northrop Grumman Fellow position to support Cost Engineering for
the sector located in Melbourne, FL., with consideration for other
NGAS major sites (i.e., Redondo Beach, CA., Palmdale, CA, OR
Oklahoma City, OK.) As a recognized leader in their technical
domain, the qualified candidate will develop and maintain the
strategic vision of complex cost engineering analyses throughout
all life cycle phases of the system. This individual is viewed in
the discipline both internal to Northrop Grumman and externally, by
industry and the customer community, as a thought leader.They will
drive technical superiority through leadership, technical
advancement, problem solving, and long-range technology planning in
the conduct of complex life cycle cost analyses, cost-effectiveness
trade studies, cost-as-an-independent variable (CAIV) analyses,
design-to-cost (DtC) analyses, and cost reduction initiatives (CRI)
across the NGAS portfolio. Candidate should be well versed in key
elements of mission engineering, analysis of alternatives (AoA),
system architecture and design, system integration, system of
systems (SoS), stakeholder analysis, risk and opportunity
management, model-based systems engineering (MBSE), and business
case analyses (BCA), all rooted in foundational systems engineering
best practices. In this capacity the Fellow will be called upon to
continuously assess our analytical tools, methods, and critical
skills, and identify new and innovative ways to expand and improve
our analysis capabilities, as well as guide the transition of Cost
Engineering processes into our digital enterprise. This individual
will participate in independent review teams, uncover, and resolve
complex challenges, and present results to all levels of
leadership.The Cost Engineering Fellow will be expected to perform,
advise, and guide:Cost as an Independent Variable (CAIV) Analysis -
trade studies with schedule and performance in relation to Total
Life Cycle Cost (TLCC) of a system in which the cost is established
as an independent variable.Cost Effectiveness Analysis -
Engineering economic analysis that identifies and relates a current
cost of a measure of effectiveness (e.g.: cost per flight hour,
cost per pound of weight, cost per flight test, etc.) against a
proposed new one, used for strategic analysis.Cost Reduction
Initiatives - A collection of techniques to reduce the risk and
cost of a program or projects as a corrective action to include
cost driver analysis, business case analyses (BCA), analysis of
alternatives (AoA), and trade studies.Design to Cost (DTC) -
engineering economic analysis that provides actionable cost target
allocation and management to IPTsLife Cycle Cost (LCC) Analysis - a
mixture of cost estimating methodologies to predict the full LCC of
a system to include the summation of all life cycle
phases.Knowledge management and transfer through mentoring,
training, developing training material, developing processes and
procedures and by being a role model.Technical roadmaps for the
development of new cost engineering tools, methods, and expanding
our cost engineering methodology to incorporate machine learning
algorithms and integration into the digital enterprise.Reviews,
assesses, and provides technical guidance to programs and
non-contractual technical activities (NCTA), as well as
Contract/Independent Research and Development (CRAD/IRAD) efforts
on how to best leverage our analysis capabilities for maximum
strategic impact. Consults on proposals and validate analytical
results provided to our customers in contract
deliverables.Demonstrated mission knowledge and related operations
analysis experience in at least one or more of the following air
systems mission areas: ISR (Intelligence, Surveillance, and
Reconnaissance), Strike, and Electronic Attack.The individual will
serve as a spokesperson for the company's technical capabilities
and future direction related to Cost Engineering, including
preparation and presentation of technical briefings. This
individual will be instrumental in attracting new business with
existing and new customers, support proposal preparation efforts,
and perform on existing programs and new project activities. This
individual will have the ability to lead independent review teams
with courage, uncover early and resolve complex challenges, and
present results to all levels of leadership. The individual must

Qualifications:Bachelor's degree in a STEM (Science, Technology,
Engineering or Math) discipline with 20+ years of relevant
experience; OR master's degree in STEM with 18+ years of
experience; OR Doctorate degree with 15+ years of experience.15+
years of experience with Cost Engineering analyses throughout all
life cycle phases of a systemDemonstrated experience with cost
engineering tools such as PRICE, TruePlanning, ACEIT, and
others.Systems Engineering experience with large, complex
systems.Experience and understanding of the complete program
lifecycle, including relationships and data flows between concept
definition, requirements, design, development, production, system
verification and deployment, and operations and maintenance or
sustainment.Participation in proposal effortsActive DoD Secret
clearancePreferred QualificationsAdvanced degree or certification
in Systems EngineeringActive in ICEAA professional
organizationICEAA certification (e.g., PCEA or CCEA)Experienced in
advanced cost modeling methods to include AI/ML
techniques.Experience in cost engineering analyses of a system in
each life cycle phaseExperience with Digital Engineering
applications such as or like: Cameo Enterprise Architect and SysML
modeling, requirements management, performance modeling and
simulation, Product Lifecycle Management (PLM), data analytics
tools, or risk management.Active, DoD Top Secret ClearanceThis
position reports to Melbourne, FL, USA, however, you are able to
work from any of the additional 3 locations listed above.Salary
Range: $174,100 USD - $302,400 USDEmployees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
